President & CEO, Voices for Children
Jessica Muñoz is an attorney, nonprofit executive, and advocate for youth and families. Jessica is the President & CEO of Voices for Children (VFC). VFC is the Court Appointed Special Advocate or “CASA” program serving San Diego and Riverside Counties. CASAs are volunteers who advocate for children who have been removed from their homes due to abuse or neglect and have entered foster care. Jessica led VFC’s Riverside County program until she was named CEO in early 2023.
Immediately prior to joining VFC, Jessica served as the first Undocumented Student Services Coordinator at UC San Diego. She worked alongside students, faculty, and other staff to implement support services for students without immigration status.
Prior to assuming organizational leadership roles, Jessica practiced law for more than seven years. Jessica was a trial attorney in juvenile dependency courts, representing parents and children who were involved in child welfare (child protection) proceedings. Jessica also served as a staff attorney at UC San Diego’s Student Legal Services.
Jessica received a B.A. in Communication Studies from the University of San Diego, a Juris Doctor from Creighton University School of Law, a Master of Forensic Science degree from National University, and a professional certificate in nonprofit management from the University of San Diego. Jessica is a past chair of the County of San Diego – Juvenile Justice Commission and served on the board of the San Diego Civic Youth Ballet. Jessica was named Juvenile Law Attorney of the Year by the Riverside County Bar Association in 2022.
